Officiating
Frequent debates over tackle heights, breakdowns, penalties, and sanctions; new laws (e.g., 2024 trials for red cards and stoppages) aim to improve flow but often confuse or disrupt games, with biased officiating perceived in high-stakes matches. URF wants to come up with ideas and solutions to improve the standards.

Financial Instability and Club Closures
Fans feel heartbroken over lost teams, reduced match quality, and uncertainty—e.g., "the death of Welsh Rugby" and "insane ticket prices" erode loyalty and community ties. At URF we will take action on all aspects of the game including Tier 2 nation investments, Youth rugby investments.

Poor Fan Engagement and Limited Global Growth
Despite 800M+ potential fans, only ~24M are "superfans" of club rugby; the sport fails to attract casual viewers outside World Cups due to competition from soccer/NFL, lack of welcoming entry points, and stagnant participation in key markets. High ticket/TV costs and underinvested stadiums compound this. We want to address this by engaging with fans and growing the fan base.
